Regulation of Resistance managment
There has been an increasing move over the past few years for authorities to introduce legislation to regulate resistance management for Crop Protection. This can be clearly seen by the EU Council Directive 93/71/EEC, Section 6.2, and the resultant EPPO guideline (PP 1/213(1)). These new regulations have the effect of increasing development costs and can create barriers to entry for new technologies. This along with the reduction of actives now available is aggravating resistance issues for existing products.
IRAC through its Regulatory Liaison Team along with the other RAC's are spending an increasing amount of time providing expert input into the regulatory process and in the generation of "workable" guidelines. In addition some of IRAC's other resources such as the MOA classification Scheme, the IRAC Test Methods are being used by Regulatory Authorities.
